Highlighting India\u2019s civilisational diplomacy<\/strong> \u2014 constructive rather than coercive \u2014 the study situates New Delhi as a moral and developmental anchor amid great-power rivalries.<\/strong> Ultimately, it contends that India\u2019s calibrated engagement opens an inclusive pathway for reconstruction and reconciliation,<\/strong> transforming Afghanistan from a corridor of conflict<\/strong> into one of commerce, culture, and cooperation.<\/p>\n

Diplomacy Rekindled: Dawn in Delhi<\/strong><\/h3>\n

In a telephonic conversation with the author, Dr. Abdul Khaliq Ferdaus<\/strong>, Academic Secretary of the Law and Political Science Institute at the Afghanistan Academy of Sciences, remarked that \u201cIndia\u2019s renewed diplomacy reaffirms Afghanistan\u2019s sovereignty within the framework of law and partnership, not pressure.\u201d\u00b3<\/p>\n

The visit symbolised a historic ice-break \u2014 a move from estrangement to constructive engagement, balancing India\u2019s principled realism with Afghanistan\u2019s search for regional legitimacy.<\/p>\n

Restoring Trust, Reclaiming Legacy: India\u2019s Civilisational Diplomacy<\/strong><\/h3>\n

India\u2019s role in Afghanistan has never been transactional; it is civilisational and developmental<\/strong>.<\/strong> Over the past two decades, New Delhi has invested over US $3 billion<\/strong> across 500 projects<\/strong> \u2014 from the Afghan Parliament Building and the Salma (India\u2013Afghanistan Friendship) Dam<\/strong> to schools, roads, and hospitals\u2074. These initiatives form the moral and infrastructural bedrock of India\u2019s goodwill in Afghan society.<\/p>\n

Among Afghanistan\u2019s academic community, Dr. Faiz Mohammad Zaland<\/strong> of Kabul University observed that \u201cIndia\u2019s developmental diplomacy carries moral depth and visible impact. Afghans trust India because its contributions are tangible \u2014 from the Parliament Building to our hospitals and classrooms \u2014 shaping everyday life with dignity.\u201d\u2075 His statement reflects the deep societal memory of India\u2019s developmental commitment \u2014 visible, practical, and people-oriented \u2014 that has survived through decades of political turbulence.<\/p>\n

The Joint Statement<\/em> reaffirmed India\u2019s intent to resume halted development projects, enhance humanitarian assistance, and expand education and health initiatives\u00b9. Muttaqi himself acknowledged India\u2019s enduring contribution, stating that Afghanistan views India \u201cas a close friend in rebuilding our nation.\u201d\u2076<\/p>\n

Following his official meetings, Muttaqi\u2019s planned visits to Deoband and the Taj Mahal (October 11\u201312)<\/strong> underscored a subtle yet profound message: a gesture of cultural diplomacy reaffirming Afghanistan\u2019s civilisational affinity with India\u2077 \u2014 a bridge built on shared spiritual and intellectual traditions.<\/p>\n

Coercion and Collapse: Pakistan\u2019s Moral Erosion and Afghan Humanitarian Tragedy<\/strong><\/h3>\n

Muttaqi\u2019s visit to Delhi occurred against a backdrop of deepening hostility between Kabul and Islamabad<\/strong>.<\/strong> Pakistan\u2019s cross-border air raids and its mass expulsion of over one million Afghan refugees<\/strong> have pushed bilateral relations to the brink of rupture\u2079.<\/p>\n

In Delhi, Muttaqi\u2019s forthright condemnation of Pakistan\u2019s \u201cinterference and coercive behaviour\u201d signalled a decisive rhetorical break from its long-standing tutelage \u2014 a relationship historically marked by manipulation and asymmetry.<\/p>\n

What Pakistan executed under the pretext of internal security was not policy \u2014 it was a humanitarian outrage<\/strong>. <\/strong>The forcible eviction of destitute Afghan families, many born on Pakistani soil, constitutes an unconscionable act of state cruelty<\/strong> and a flagrant violation of international refugee law. By uprooting more than a million people without due process, Islamabad has committed what can only be described as a crime against humanity.<\/p>\n

In a telephonic discussion with the author, Dr. Masom Jan Masomi<\/strong>, <\/strong>Academic Secretary at the Regional Studies Centre of Afghanistan, characterised Pakistan\u2019s mass deportations as \u201ca coercive failure of diplomacy and a moral defeat in regional politics.\u201d He added that \u201cin contrast, India\u2019s assistance carries empathy and foresight, reflecting its role as a stabilising power grounded in ethics rather than expediency.\u201d\u00b9\u00b9<\/p>\n

India\u2019s humanitarian response has reflected ethical leadership<\/strong>.<\/strong> Through UN agencies and civil-society partners<\/strong>,<\/strong> New Delhi extended food, medical aid, and temporary shelter to displaced Afghans\u00b9\u00b2 \u2014 reaffirming its identity as a compassionate and stabilising neighbour. This ethical stance, grounded in humanitarian responsibility rather than political calculation, has expanded India\u2019s diplomatic space to play a constructive regional role \u2014 blending moral conviction with pragmatic foresight.<\/p>\n

Commerce as Convergence: Forging Prosperity through Partnership and Connectivity<\/strong><\/h3>\n

Beneath the political theatre lies a robust economic calculus.<\/strong> Bilateral trade between India and Afghanistan surpassed US $1 billion<\/strong> in FY 2024\u201325\u00b9\u00b3, driven by agricultural exports, air corridors, and cargo routes bypassing Pakistan. Muttaqi invited Indian investment in Afghanistan\u2019s US $3 trillion mineral reserves<\/strong>, <\/strong>including lithium, copper, and rare earths vital for the global clean-energy transition.<\/p>\n

Afghanistan\u2019s Minister of Commerce and Industry, Nooruddin Azizi<\/strong>,<\/strong> praised India\u2019s renewed trade dialogue, noting that \u201cIndian markets and technology can revive Afghan agriculture and mining, creating livelihoods for thousands of families. India\u2019s economic diplomacy creates hope, not dependency, and brings dignity to our partnerships.\u201d\u00b9\u00b2<\/p>\n

Connectivity through Iran\u2019s Chabahar Port<\/strong> and the International North\u2013South Transport Corridor (INSTC)<\/strong> remains central to both nations\u2019 strategic agendas \u2014 granting landlocked Afghanistan access to global markets while giving India a vital overland gateway to Central Asia.<\/p>\n

India\u2019s transparent developmental model <\/strong>offers Kabul a framework for responsible resource utilisation, transforming Afghanistan from a corridor of conflict into a corridor of commerce and cooperation.<\/p>\n

The Global Chessboard: Power, Principle, and India\u2019s Singular Vision<\/strong><\/h3>\n

Afghanistan remains a strategic crossroads and a contested chessboard for competing powers. China<\/strong> eyes its mineral wealth; Russia<\/strong> seeks renewed influence through the Moscow Format; while the United States<\/strong>,<\/strong> under President Donald Trump\u2019s renewed administration<\/strong>, <\/strong>continues sanction-driven containment policies. The power game resurfaced dramatically in September 2025<\/strong>, <\/strong>when President Trump<\/strong> proposed to regain control of the Bagram Air Base<\/strong> under the pretext of counter-terrorism \u2014 a move that drew unified opposition<\/strong> from India, Russia, and China<\/strong>,<\/strong> who condemned it as \u2018foreign occupation by any pretext.\u2019 Reflecting this consensus, Al Jazeera reported that regional powers \u2018called unacceptable the attempts by countries to deploy their military infrastructure in Afghanistan and neighbouring states, since this does not serve the interests of regional peace and stability.\u201d \u00b9\u2074<\/p>\n

Kabul\u2019s outright rejection of the proposal underscored a new Afghan confidence and the region\u2019s collective fatigue with militarisation disguised as security cooperation.<\/p>\n

In this turbulent arena, India stands distinct<\/strong> \u2014 guided by strategic autonomy<\/em> and civilisational diplomacy<\/em>. New Delhi engages the Taliban without endorsing its ideology, fosters peace without external alignment, and puts the Afghan people \u2014 not power politics \u2014 at the heart of its vision. By combining developmental pragmatism with diplomatic dignity, India offers Afghanistan not mere assistance but agency<\/strong> \u2014 a partnership based on equality, empathy, and enduring trust.<\/p>\n

Beyond Estrangement \u2014 Towards a Shared Horizon of Possibility<\/strong><\/h3>\n

Amir Khan Muttaqi\u2019s visit may not have resolved every divergence, but it succeeded in redrawing the map of possibility.
