He tells<br \/>\n@Parikshitl the committee he is heading is on track to submit the report by December 9.<\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"550\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\">Former <a href=\"https:\/\/twitter.com\/SEBI_India?ref_src=twsrc%5Etfw\">@SEBI_India<\/a> Chairman M Damodaran hints at potential changes to the law to help attract more private equity and venture capital investment into India. He tells <a href=\"https:\/\/twitter.com\/Parikshitl?ref_src=twsrc%5Etfw\">@Parikshitl<\/a> the committee he is heading is on track to submit the report by December 9. <a href=\"https:\/\/t.co\/3ay96Wtyeb\">pic.twitter.com\/3ay96Wtyeb<\/a><\/p>\n<p>&mdash; CNBC-TV18 (@CNBCTV18News) <a href=\"https:\/\/twitter.com\/CNBCTV18News\/status\/1595769444306849793?ref_src=twsrc%5Etfw\">November 24, 2022<\/a><\/p><\/blockquote>\n<p><script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script><\/p>\n<p>Speaking at the 9th SBI Banking &amp; Economics Conclave, Indian corporate advisor and mentor and former banker <a href=\"https:\/\/en.wikipedia.org\/wiki\/M._Damodaran\">Damodaran<\/a> said the debt segment growth in India has been slow and mired in accidents, and it is trust that the regulator is trying to develop for investors.<\/p>\n<p>\u201cWe have seen many accidents between 2017 and 2019, particularly in the debt market. It is nice to say that capital formation is easy at this point in time, but if we have two to three large shocks, the confidence can dissipate,\u201d said Narayan.<\/p>\n<p>He added that there is only Rs 4 trillion investment from foreign portfolio investors in the debt market, against Rs 48 trillion investment in the equity market.<\/p>\n<p>The market capitalization of the equity market is almost Rs 290 trillion, but the corporate outstanding is at Rs 40 trillion, indicating more traction is needed on the debt side.<\/p>\n<p>This year, SEBI has brought in various regulations to increase accessibility and transparency in bond dealings and trades.<\/p>\n<p>A stockbroker license (debt segment) has been mandated for online bond platforms. Moreover, brokers registered with the exchanges for the debt segment will be allowed to place bids on the request for quote platform on behalf of their clients, effective January 1, 2023.<\/p>\n<p>\u201cWe have had some announcements on the bidding platforms. We are trying to reduce the size of individual bonds which retail investors can subscribe to, and there are some tax proposals we hope the government will look at favorably,\u201d Narayan added.<\/p>\n<p>Narayan also said that Sebi will soon come out with some new consultation papers on environmental, social, and governance (ESG) norms and ratings. The rising investment base for ESG and the inclination to green debt securities has brought a need for clearer disclosures.<\/p>\n<p>In the midst of the rising risk of \u2018greenwashing\u2019, SEBI has taken the view that investors are looking for credible disclosures for the ESG segment.
